Your initial question didn’t necessarily prioritize construction costs. The geographic region could be beneficial due to proximity to commercial hubs, etc. and reduce costs in other ways.
I didn’t propose that area, so I can’t speak to that. However, I think it’s unfair to disqualify based on one metric.
