It’s strange to me you list all these logical reasons why this or that wouldn’t happen and cite legal precedent and policies to bolster your opinion.

No one can stop a first world, militarized nation without decimating humanity at this point. Even if it was us invading them, the death toll would be ludicrous if it meant the way of life for each nation.

And sadly, this is all at the whims of a few nut jobs. 99.9999% of the world just wants to live in peace and be left the fuck alone. Then you have the 50 some billionaires who just can’t get that thru their heads, always starting shit.

It’s almost like they used the pandemic to remove all the remaining bulk bins which not only drove up prices, but exploded the use of much larger and thicker plastics.
